Environmental Board <br />October 30, 2024 <br />Page 2 <br /> <br />The applicant, Java Companies, LLC, is proposing to plat and develop three (3) <br />commercial lots near Lake Drive, Marketplace Drive, and 77th Street. 77th Street <br />is proposed to be vacated between Maryland Drive and Lake Drive. A new street <br />(Marketplace Drive) will be dedicated as part of the plat and constructed to <br />th <br />replace 77 Street. <br /> <br />The City has been planning for the relocation of 77th Street since the Market <br />Place development was approved in 2002. 77th Street was limited to a right- <br />in/right out access at Lake Drive as part of the Marketplace intersection signal <br />improvements as that time. The City purchased the property at 7685 Lake Drive <br />in 2019 in preparation for the <br />improvements. <br /> <br />Java Companies has entered into a purchase agreement with the City for <br />acquisition of the City’s two lots north of existing 77th Street and a remnant of the <br />7685 Lake Drive property. <br /> <br />Java Companies, LLC, will be responsible for replacing all trees that are removed <br />per City landscape requirements. <br /> <br />Ms. Nelson would like more information before approving the building plan review <br />and street vacation. <br /> <br /> <br />B. Community Gardens <br />Ms. Buchmeier inquired if there is an opportunity to identify a new location for the <br />community gardens. <br /> <br />Mr. Grochala stated the City is working on identifying a new location for the <br />Community Garden program. <br /> <br />Chair Sullivan made a motion to approve the recommendations by staff. Mr. <br />Parsons seconded. Motion carried 4 – 1. <br /> <br /> <br />7. DISCUSSION <br /> <br />A. Recycling Updates <br /> <br />Clarissa Grilley, Recycling Intern, presented her staff report. <br /> <br />Ms. Grilley tracked around 230 cars for the October Recycling Saturday. <br /> <br />DRAFT MINUTES <br /> <br /> <br />
