15 <br />Fire Division notes the need for temporary cul de sacs on future street extensions and a <br />future north-south street connection from Gordon Avenue to Peltier Lake Drive/Old Mill <br />Road. <br /> <br />Fire Division also has concerns regarding emergency access drive onto CSAH 54 and <br />future staff not knowing the emergency access exists. They suggest a right in/right out <br />turn lane at this access. These concerns shall be addressed prior to preliminary plat <br />submittal. <br /> <br />City Engineer <br /> <br />City Engineer comments are provided in the attached memo. <br /> <br />Environmental Board <br /> <br />Environmental Board comments are provided in the attached memo. <br /> <br />Park Board <br /> <br />The Park Board will review the concept plan in January 2025. <br /> <br />PUD Preliminary Plan/Preliminary Plat <br /> <br />The City’s review and comments on the concept plan’s relation to the 2040 <br />Comprehensive Plan and development regulations does not grant any rights to the <br />applicant to develop the property as depicted by the concept plan. <br /> <br />A land use application for PUD Preliminary Plan/Preliminary Plat shall be required. If <br />required by the City Council, the developer shall have a neighborhood meeting prior to <br />submittal of a PUD Preliminary Plan/Preliminary Plat. <br /> <br />PUD Public Benefit vs PUD Flexibility Summary <br /> <br />Per City Code Section 1007.024: <br /> <br />(2) The PUD, by allowing deviation from the strict provisions of this ordinance <br />related to setbacks, heights, lot area, width and depths, yards, etc., may be <br />considered by the City when it would result in one or more of the following <br />public benefits: <br /> <br />(a) Implementation of a master plan consistent with the Planning District <br />objectives of the Comprehensive Plan. <br />
