Recommendations and requirements provided by the DNR within the NHIS review letter will be <br />implemented into the project. This includes preparing a Blanding's Turtle Avoidance Plan, which will <br />be submitted to the NHIS team for review and approval, avoiding initial disturbance to wetland area <br />between April 15-July 15, and avoiding tree removal between June 1-August 15. Additional <br />consultation will be held with the USFWS regarding the Rusty Patch Bumble Bee. <br />15. Historic properties: <br />Describe any historic structures, archeological sites, and/or traditional cultural properties on or in <br />close proximity to the site. Include: 1) historic designations, 2) known artifact areas, and 3) <br />architectural features. Attach letter received from the State Historic Preservation Office (SHPO). <br />Discuss any anticipated effects to historic properties during project construction and operation. <br />Identify measures that will be taken to avoid, minimize, or mitigate adverse effects to historic <br />properties. <br />An Official Minnesota Historical Society State Historic Preservation Office (SHPO) review of the project was <br />requested. The following response was received: "Due to limited staff and resources, the Minnesota State <br />Historic Preservation Office is no longer able to provide formal responses to technical assistance requests". <br />A review of the Minnesota's Statewide Historic Inventory Portal (MnSHIP) in lieu of the formal review, was <br />recommended within the SHPO correspondence. No known historic features were mapped within the <br />Project site. The entirety of the Project site was within an area mapped as "Restricted" with a Historic <br />Inventory Number of AN-LKC-00013. <br />In addition, the National Register of Historic Places (NRHP) and Minnesota Office of the State Archaeologist <br />(OSA) Portal were reviewed with no known historic or archaeological features mapped within the Project <br />site. No impacted to any historic structures, archeological sites, and/or traditional cultural properties are <br />anticipated to occur as part of the project. A copy of the SHPO correspondence can be seen in Appendix F. <br />MnSHIP and NRHP resources are illustrated on Appendix A — Figure 13. <br />16. Visual: <br />Describe any scenic views or vistas on or near the project site. Describe any project related visual <br />effects such as vapor plumes or glare from intense lights. Discuss the potential visual effects from <br />the project. Identify any measures to avoid, minimize, or mitigate visual effects. <br />There are portions of Cedar and Wilkinson Lakes located within the Project site. These water bodies are <br />currently landlocked within private property and is not visible to the public from existing Rights -of -Way. <br />Development of the Project will avoid impacting these areas to the extent feasible and will provide scenic <br />views of the water body within the future neighborhood from roads, sidewalks, homes, and yards. <br />The completed Project will not create any significant visual nuisances such as intense light pollution or <br />vapor plumes. Visual impacts will consist of nighttime lighting consisting of streetlamps and yard lights <br />typical of residential development and required for public safety reasons. <br />Page 23 <br />
