LINO LAKES CITY COUNCIL <br />REGULAR MEETING <br />MINUTES <br />DATE: <br />November 25, 2024 <br />TIME STARTED: <br />6:40 PM <br />TIME ENDED: <br />7:17 PM <br />LOCATION: <br />City Council Chambers <br />MEMBERS PRESENT: <br />Mayor Rafferty, Councilmembers Cavegn, Lyden, Ruhland and Stoesz <br />MEMBERS ABSENT: <br />None <br />Staff Members Present: City Administrator Dave Pecchia, Community Development Director <br />Michael Grochala, City Engineer Diane Hankee, City Planner Katie Larsen, HR & Communications <br />Manager Meg Sawyer, and Police Captain William Owens. <br />The meeting was called to order by Mayor Rafferty at 6:40 p.m. <br />Mayor Rafferty provided an overview of the Rules of Decorum. <br />PUBLIC COMMENT <br />Mayor Rafferty opened the public comment period at 6:43 p.m. <br />Sam Bennett, 6841 Lakeview Drive, Lino Lakes, requested that a multi -use path be constructed <br />along the roadway if it is realigned. He stated that it is difficult to get to the existing trails and <br />suggested adding a bike path to connect amenities. He stated that park dedication fees should <br />include trail development and noted that the current fees seem low. He suggested that the four <br />area communities of Columbus, Lexington, Circle Pines and Lino Lakes, work together on the <br />multi -use bike path system. <br />Chris Stowe, 426 Pine Street, Lino Lakes, reviewed his presentations to the Rice Creek <br />Watershed, regarding the 10-22-32 pipe. He outlined his concerns with the drainage and <br />proposed solutions. He expressed his concerns with the Watershed and City procedures in <br />responding to this matter.
