1

ECONOMIC DEVELOPMENT ADVISORY COMMITTEE
AGENDA ITEM 3B

STAFF ORIGINATOR: Michael Grochala, Community Development Director

MEETING DATE: January 9, 2025

TOPIC: Residential Density Discussion

BACKGROUND

Housing density continues to be an ongoing discussion with development activity in the City.
The EDAC discussed residential land use requirements from the Comprehensive Plan at the
October 2024 meeting. The City 2040 Land Use Plan includes 7 land use districts that can
accommodate residential uses at varying densities. These include:

Low Density Residential 1.6 to 3.0 units per acre
Low to Medium Density Residential 3.0 to 4.0 units per acre
Medium Density Residential 4.0 to 6.0 units per acre
High Density Residential 6.0 to 8.0 units per acre
Office-Residential 4.0 to 6.0 units per acre
Signature Gateway 8.0 to 10.0 units per acre
Town Center 10.0 to 24.0 units per acre

Density can be calculated in many ways and the perception of density may vary based on both
the calculations and site layout. For purposes of meeting Metropolitan Council requirement s,
a specific methodology is used to net out land considered developable.

Staff will provide and overview of how density is determined and how that number can change
based on what is included. The staff presentation will provide examples of projects in Lino
Lakes and surrounding areas.

EDAC CONSIDERATION

Staff is requesting feedback from the EDAC regarding what “density” means.

ATTACHMENTS

None.
