CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 1H <br />STAFF ORIGINATOR: Meg Sawyer, Human Resources and Communications Manager <br />MEETING DATE: January 13, 2025 <br />TOPIC: Public Purpose Expenditures Policy <br />VOTE REQUIRED: Simple Majority <br />INTRODUCTION <br />The City Council is being asked to approve the updated City's Public Purpose Expenditures <br />Policy. <br />BACKGROUND <br />As a public entity, the City of Lino Lakes is obligated to ensure that all expenditures of public <br />funds comply with the Minnesota Constitution, Article X, Section 1, which mandates that public <br />funds be used for "public purposes." <br />The City acknowledges that public funds may only be expended when the expenditure: (1) <br />serves a clearly defined public purpose; and (2) is directly related to the governmental functions <br />for which the City was established. <br />This policy serves as a guide for determining which expenditures constitute acceptable public <br />purposes and are authorized within the City's annual budget process. It also clarifies <br />expenditures that do not fall within the definition of "public purpose" and are therefore <br />prohibited. (See also Minn. Stat. § 15.46 and Minn. Stat. § 365.10, subd. 12.) <br />The proposed policy amendments would not have an impact on the City's 2025 adopted budget. <br />RECOMMENDATION <br />Please approve the updated Public Purpose Expenditures Policy. <br />ATTACHMENTS <br />Public Purpose Expenditures Policy <br />
