PRE -DESIGN & PROGRAMMING: February- March 2025 <br />The goal of this phase will be to define the building and site design requirements. <br />This phase will define building and site size and feature requirements, review site <br />context and sensitivities, environmental responses, and other design strategies and <br />requirements. <br />SPACE NEEDS PROGRAMMING <br />The space needs programming document is the most critical document for establishing <br />long-term project success. We will develop the space program and explanatory <br />diagrams to help prioritize City needs for the present and future, which are based on <br />safe and efficient operational workflows. Building programs are divided by overall <br />building function so they can be more easily reviewed. In the programming process <br />we will coordinate closely with the City Stakeholders and provide space needs <br />programming for current, 10-year, 20-year, and 30-year forecasts using historical data, <br />and current industry standards. <br />EXISTING SITE, BUILDING ANALYSIS & CONTEXTUAL REVIEW <br />At our firm, we believe in a design approach that prioritizes responsiveness to the <br />site and its surrounding context. To achieve this, we undertake a comprehensive <br />assessment of the City's proposed site and existing building stock. <br />The previously mentioned Space Needs Program document will provide guidance in the <br />Site analysis, by verifying the space and operational needs can be met by the proposed <br />sites the City is currently utilizing. Assessing the existing conditions ensures we have a <br />thorough understanding of the site's unique attributes. Key factors such as managing <br />and mitigating water runoff responsibly, protecting the site and the surrounding <br />environment from potential adverse effects will all be assessed. Additionally, we <br />consider factors such as noise and vehicle exhaust generation and the views and vistas <br />to ensure that the design is addressing the potential challenges, thereby creating a <br />harmonious environment for both the Public Works and its neighbors. <br />Your city is home to beautiful forests, wetlands and bodies of water, and the way <br />buildings are designed and constructed has an impact on these valued community <br />ecosystems. Oertel Architects understands the connections between the buildings <br />and sites we design and ecological health. We have in-house sustainability and passive <br />building design expertise on staff to respect these connections, to identify areas and <br />strategies where we can reduce the impact of our work in a way that best serves our <br />clients' values and budgets. <br />We start with integration. This involves gathering a collaborative and capable team, <br />having conversations early and often about opportunities for reducing impact, and <br />communicating the impact of design decisions clearly throughout the process, focusing <br />on areas for energy and carbon reduction that respect the project budget. Truly <br />integrative design makes good buildings that save energy possible, as cost-effectively as <br />possible. <br />Another valuable component we would like to include during the initial phase is facility <br />tours, either in person or via photography and plan review. Although we will be able <br />to review and discuss examples of our past facilities quickly in terms of varying design <br />features, amenities, etc., we also recognize that other facilities completed by other <br />firms may also have features that the owner has identified as a desired aspect of the <br />final design. The facility tours will provide actual physical examples of site planning <br />and potential options for managing traffic flow and providing appropriate and safe site <br />access. <br />We will be visiting your existing Public Works facility to catalog and evaluate your <br />existing vehicles, equipment and amenities. Cataloging and evaluating your existing <br />equipment will allow the team to determine which equipment can be moved and <br />reused at the renovated facility.
