withing this project area may require design elements that ensure inground infrastructure does not <br />flood, per the included geotechnical report. <br />Due to the increase in impervious surface post -development and the location of the project area <br />adjacent to surrounding wetlands and surface waters, care should be taken to consider the <br />potential use and need for chlorides for snow and ice management. By considering these needs <br />along with smart salting strategies in site design and the development process, potential <br />contamination of surface water groundwater may be limited. <br />Item 12.b.i — Wastewater (Roger Janzig, 651-602-1119) <br />A copy of the Intercommunity Wastewater Service Agreement should be forwarded to <br />Metropolitan Council Environmental Services once executed. The agreement must show how the <br />intercommunity connection is being billed for wastewater service (i.e. by the community receiving <br />the flow or is the Metropolitan Council making an adjustment in the wastewater flow billing for the <br />two communities). <br />Item 18— Greenhouse Gas Emissions (MacKenzie Young -Walters, 651-602-1373) <br />From the provided narrative and calculations sheet, it does not appear that greenhouse gas <br />emissions associated with the site's commercial component were considered. The State of <br />Minnesota's climate goals require every project to consider how they can reduce their <br />contributions to greenhouse gas emissions, even though virtually every project can argue that <br />their individual contribution is a very small amount when compared to state-wide GHG emissions. <br />In this case, a mitigation measure such as electric vehicle ready design could significantly reduce <br />the project's long-term environmental impacts by facilitating the transition to electric vehicles. <br />Alternatively, committing to tree replacement beyond what is required by city ordinance or using <br />native planting for landscaping would also be appropriate mitigation measures to consider. Finally, <br />common mitigation measures like energy efficient building design and appliances can also <br />contribute to reducing the project's greenhouse gas emissions and should be considered. <br />Item 20 — Transportation (Joe Widing, 651-602-1822) <br />Staff recommends that the developer construct non -motorized facilities throughout the proposed <br />site to connect to future facilities planned with the upcoming County Road J reconstruction <br />project. The development should also construct non -motorized facilities beyond the county project <br />scope along Centerville Road out to the proposed Ash Street intersection. <br />This concludes the Council's review of the EAW.
