Lino Lakes City Council <br />Special Work Session with Advisory Boards <br />Minutes <br />DATE: January 15, 2025 <br />TIME STARTED: 6:00 P.M. <br />TIME ENDED: 7:50 P.M. <br />LOCATION: Council Chambers <br />MEMBERS PRESENT: Mayor Rafferty, Councilmembers Cavegn, Lyden, and Stoesz <br />EXCUSED ABSENT: Councilmember Ruhland <br />Staff Members Present: Interim City Administrator Dave Pecchia, Community Development <br />Director Michael Grochala, City Planner Katie Larsen, Environmental Coordinator Tom Hoffman, <br />City Engineer Diane Hankee and City Clerk Roberta Colotti. <br />Consultants Attending: Kimley Horn Representatives, Brian Adams and Leila Bunge. <br />1. Call to Order and Roll Call <br />Mayor Rafferty called the meeting to order at 6:00 p.m. <br />Members of the Planning and Zoning Board, Parks and Recreation Board, Environmental <br />Board and Economic Development Advisory Committee that were in attendance <br />introduced themselves. <br />2. Setting the Agenda: Addition or Deletion of Agenda Items <br />The agenda was adopted as presented. <br />3. Main Street Corridor Master Plan and AUAR <br />Kimley Horn Representatives Brian Adams and Leila Bunge provided an overview of the <br />planning effort and stakeholder meetings which have been held. They reviewed the <br />design scenario alternatives. They facilitated a question -and -answer period with the <br />Council and committee representatives. The discussion was focused on designing for the <br />environment and wildlife protection, traffic impacts of design alternatives, impacts on <br />adjacent communities and plans by adjacent communities for preservation and <br />development, housing density requirements of the Metropolitan Council, land use <br />options, and design alternatives. <br />Ms. Bunge announced that there is a Community Meeting scheduled for February 5, <br />2025 from 6-8 p.m. at the Rookery and the public is encouraged to attend. <br />4.
