Planning & Zoning Board <br />December 11, 2024 <br />Page 4 <br /> <br />APPROVED MINUTES <br />Mr. Root expressed concern for the increased traffic on Rehbein Street and 77th Street. <br />Ms. Larsen said a traffic study will be included and should address any issues. He also <br />suggested when completing the next comprehensive plan that we rank the public <br />benefits as some would have more value than others. Mr. Grochala said he would <br />encourage the board to look at what is most important on any given site from a public <br />value perspective. Mr. Root also addressed the architectural design of the townho mes <br />along 20th Street and expressed a need for higher quality in this area. Mr. Root would <br />like to see the water areas closer to 20th Street and thought it would match up better to <br />what is across the road. <br /> <br />The representative for Lennar, Joe Jablonski, 16305 36th Avenue North, Suite 100, <br />Plymouth, Minnesota was in attendance. Mr. Jablonski stated the yield plan may not <br />have all the features that could have been incorporated but what is shown is some of <br />the creativity in using some of the shoreland district to transition into the larger home <br />sites. In doing this, it is difficult to maintain the target densities for the overall site and is <br />a challenge with the wetland and park needs. He feels they have done a reasonable job <br />trying to balance meeting the densities that are in the comprehensive plan with laying it <br />out in a way that helps preserve some of those good features. Mr. Jablonski also <br />addressed the setbacks for the townhomes and explained the distance for each of them. <br />Mr. Jablonski said they would like to see a good balance of pricing for the housing in this <br />development where the townhomes would be in the range of $350,000, the smaller <br />single family $450,000 and the 65-foot single family would be $550,000. The closer you <br />get to the lake the price will probably go up from there. Mr. Jablonski understands the <br />request for a higher standard of architecture along 20th Street, but also stated it is more <br />challenging to sell those houses. He said it is something that they could review, along <br />with moving the water feature closer to 20th Street. Mr. Jablonski also said there will be <br />no HOA for the 55-foot two-story single-family homes. This is due to making the homes <br />more affordable but added it was something they could look at. Mr. Laden reiterated it <br />was due to the garage size and if there would not be an HOA, the Board would be less <br />likely to budge on the garage size. Mr. Jablonski said most of the homes will have three <br />car garages and should meet the standards. He said there are some with two car <br />garages that they will need to look at it more closely. Mr. Vojtech added he is not in <br />favor of the smaller garage sizes and even more so when an HOA is not required. He <br />would like to adhere to the standard. <br /> <br />Mr. Grochala added he thought everybody was on board with the idea of Peltier Drive <br />ultimately converting over to a trail section and maintaining that public open space <br />along the lake. <br /> <br />7.
