CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 6C <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br />MEETING DATE: February 10, 2025 <br />TOPIC: Consider Resolution No. 25-22, Authorizing Preparation of Plans <br />& Specs and Administration Services, Centerville Road and <br />County Road J Roundabout Landscaping <br />VOTE REQUIRED: Simple Majority <br />INTRODUCTION <br />Staff is requesting council consideration to authorize preparation of plans and specifications <br />and administration for the Centerville Road/CR J Roundabout Landscaping and Irrigation <br />Project. <br />BACKGROUND <br />Ramsey County is moving forward with final design on the 1-35E and County Road J <br />interchange. Construction is proposed to begin in June of 2025. As an identified "Gateway' <br />into the community landscape and streetscape are proposed along the corridor. Decorative <br />concrete, similar to the 49/J design, has been incorporated into the project plans and will be <br />constructed as part of the project. Due to accessibility, jurisdiction, and traffic issues the two <br />roundabouts located at the freeway ramp terminals will only include a standard MnDOT seed <br />mix and included in the interchange project as well. <br />The roundabout at Centerville Road and County Road J is proposed to include a heavier <br />landscape treatment based on the City's Gateway plan. The landscape improvements will be <br />bid out as a separate project by the City. <br />WSB has submitted a proposal to provide services including preparation of plans and <br />specifications, contract administration, and construction inspections for the RAB <br />improvements in the amount of $15,930. Staff has reached out to both the City of North Oaks <br />and White Bear Township regarding possible cost participation. We have not received any <br />response at this time. <br />The project is funded through Municipal State Aid Street funds. <br />
