Consider Second Reading of Ordinance No. 01-25, <br />Amending Chapter 617 of the City Code Concerning the <br />Regulation of Cannabis Businesses <br />ii. Consider Resolution No. 25-23, Approving Summary <br />Publication of Ordinance No. 01-25 <br />iii. Consider Resolution No. 03-25, Amending City Fee <br />Schedule to Establish Fees Relating to Cannabis Businesses <br />VOTE REQUIRED: Simple Majority <br />INTRODUCTION <br />Staff is requesting City Council to consider an amendment to City Code regulating cannabis <br />businesses, approval of a summary publication of the ordinance, and amendment of the City <br />Fee Schedule regarding registration fees. <br />BACKGROUND <br />As discussed at the December 2, 2024 and January 6, 2025, work sessions, Minnesota Statutes, <br />Chapter 342, adopted in 2023 and amended in 2024 authorizes the cultivation, manufacturing <br />and sale of cannabis products. Minnesota's new Office of Cannabis Management (OCM) will be <br />responsible for the licensing of cannabis businesses. The State is currently completing the <br />rulemaking process which will likely be completed after the first of the year (2025). <br />Amendments to Section 617 of City Code are being proposed to address the registration <br />process and establish local requirements for cannabis businesses. <br />The Council approved the first reading of Ordinance No. 01-25 on February 10, 2025. <br />Due to the length of Ordinance No. 01-25 a summary of the ordinance has been prepared for <br />publication. <br />1 <br />
