LINO LAKES CITY COUNCIL <br />REGULAR MEETING <br />MINUTES <br />DATE: February 24, 2025 <br />TIME STARTED: 6:30 PM <br />TIME ENDED: 7:03 PM <br />LOCATION: City Council Chambers <br />MEMBERS PRESENT: Mayor Rafferty, Councilmembers Cavegn, Lyden, Ruhland <br />and Stoesz <br />MEMBERS ABSENT: None <br />Staff Members Present: Interim City Administrator Dave Pecchia, City Clerk Roberta Colotti, <br />Community Development Director Michael Grochala, and City Engineer Diane Hankee. <br />The meeting was called to order by Mayor Rafferty at 6:30 PM. <br />Mayor Rafferty provided an overview of the Rules of Decorum. <br />UBLIC COMMENT <br />Mayor Rafferty opened the public comment period. <br />Derek Lind, Ramsey, MN on behalf of the citizen group Anoka County Election Integrity Team <br />(ACEIT) outlined the organization's concern with the use of poll pads in Anoka County. He <br />presented comparisons between Anoka County and Dakota County agreements with cities, <br />noting that Anoka county has a license/lease agreement and Dakota County has a Joint Powers <br />Agreement. He presented information on the flow chart for electronic rosters implementation <br />and agreements. <br />Mayor Rafferty closed the public comment period at 6:36 p.m. <br />SETTING THE AGENDA <br />The agenda was adopted as presented. <br />1.
