Lino Lakes City Council <br />Special Work Session with Advisory Boards <br />Minutes <br />DATE: March 5, 2025 <br />TIME STARTED: 6:26 P.M. <br />TIME ENDED: 7:21 P.M. <br />LOCATION: Council Chambers <br />MEMBERS PRESENT: Mayor Rafferty, Councilmembers Cavegn, Stoesz (arrived 6:31) and Lyden <br />EXCUSED ABSENT: Councilmember Ruhland <br />Staff Members Present: Interim City Administrator Dave Pecchia, Community Development <br />Director Michael Grochala, City Planner Katie Larsen, Environmental Coordinator Tom Hoffman, <br />City Engineer Diane Hankee and City Clerk Roberta Colotti. <br />Consultants Attending: Kimley Horn Representatives, Brian Adams and Leila Bunge. <br />1. Call to Order and Roll Call <br />Mayor Rafferty called the meeting to order at 6:26 p.m. <br />Members of the Planning and Zoning Board, Parks and Recreation Board, Environmental <br />Board and Economic Development Advisory Committee were also in attendance. <br />Setting the Agenda: Addition or Deletion of Agenda Items <br />The agenda was adopted as presented. <br />3. Main Street Corridor Master Plan and AUAR <br />Kimley Horn Representatives Brian Adams and Leila Bunge provided an overview of the <br />planning effort and stakeholder meetings which have been held to date. They reviewed <br />the design scenario alternatives. They led the group in a tabletop exercise to solicit <br />feedback on different design scenarios. <br />Ms. Bunge announced that there is a Community Meeting scheduled for March 19, 2025 <br />from 6-8 p.m. at the Rookery. The planning project will be brought back to a future City <br />Council Work Session and Regular meetings over the next two months. <br />4.
