CITY COUNCIL <br />WORK SESSION STAFF REPORT <br />ITEM NO. 8 <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br />WORK SESSION DATE: April 7, 2025 <br />TOPIC: Lake Ameila Ditch Study Update <br />BACKGROUND <br />In 2023 the City completed the Ameilia Lake Ditch study. The goal of the project was to <br />analyze the existing drainage conditions and proposed improvement to the ditch draining to <br />Lake Amelia. The ditch has a drainage area of approximately 255 acres. It is a private ditch, <br />meaning that maintaining the ditch is the responsibility of the individual property owners. <br />Based on the existing concerns and anticipated future changes to the area, two phases of work <br />were recommended. The initial phase consisted of conveyance improvements to the ditch. <br />The long-term phase envisioned development of a greenway and trail corridor alongside <br />eventual development. <br />In March, city staff met with the 6 property owners to discuss the potential for the city taking <br />over maintenance responsibilities of the ditch and completing a maintenance project to remove <br />accumulated sediment and removal of lower quality trees and shrubs along the banks. The <br />overall intent of maintenance is to maintain/improve conveyance capacity and improve water <br />quality entering Ameila Lake. City maintenance would be subject to provision of easements, by <br />the owners, at no cost to the City. <br />Property owners expressed some interest in the exchange but wanted some time to consider. <br />There is currently no urgency in the matter. Staff will reach out to property owners in 2 to 3 <br />months to gauge interest. <br />REQUESTED COUNCIL DIRECTION <br />None requested. Discussion only. <br />ATTACHMENTS <br />1.
