Planning & Zoning Board
February 12, 2025
Page 3

Mr. Wipperfurth wanted to know how much influence the Board would have with the
Anoka County Highway Department regarding street connections and Red Oak Lane. Ms.
Larsen let the Board know that the Community Development Department converses
regularly with the Highway Department and will be having more discussions with them
regarding this project.

Chair Root has concerns about the water availability in this area. Ms. Larsen confirmed
that there are talks of removing the current well and replacing it with a new well. This
would help alleviate the capacity issue.

Chair Root also had concerns about emergency services vehicle access to the area. Ms.
Larsen stated that vehicles should be able to access the location but in the future a
connection with Birch Street would be considered. Mr. Laden wondered if this would be
part of the Comp Plan. Ms. Larsen stated that this would be part of the subdivision
ordinance to make the street connections.

Chair Root made mention of holding a neighborhood meeting and amending the
comprehensive plan to accommodate the lower portion of the development. A majority
of the Board members were in favor of the idea of holding a neighborhood meeting.

Chair Root summarized the recommendations of the Board, with the Southern most
access being full access not right in right out, making sure the trail is drawn out, and the
water supply issues.

7. DISCUSSION ITEMS

A. Project Updates

Mr. Grochala provided project updates.

Mr. Wipperfurth moved to adjourn the meeting. Motion seconded by Ms.
Guthmueller. Meeting adjourned at 07:44 p.m.

Respectfully submitted,
Julie Whitney – Community Development Administrative Assistant
