CITY COUNCIL / CHARTER COMMISSION MEETING <br />STAFF REPORT <br />STAFF ORIGINATOR: Roberta Colotti, CIVIC, City Clerk <br />MEETING DATE: April 10, 2025 <br />TOPIC: 2024 Citizen Petitions to Amend the Charter <br />INTRODUCTION <br />At the July 8, 2024 Charter Commission meeting the Charter received two citizen petitions to <br />amend the City Charter which were forwarded to the City Council. The Charter Commission <br />Chair has requested that a report regarding the resolution of the matter be submitted at the <br />April 10, 2025 meeting for the record of the Charter Commission. In response, the City Attorney <br />has provided the attached email outlining the City Council's review and decision regarding the <br />petitions. <br />At the time there was a third petition submitted to the City Council to amend the City Code as <br />well as the two petitions to amend the City Charter. While that was not reviewed by the <br />Charter Commission it was considered by the City Council at the same time as the two Charter <br />amendment proposals. <br />BACKGROUND <br />The City Attorney has prepared a memo outlining the final action of the City Council related to <br />the two petitions to amend the City Charter presented in 2024 <br />Excerpt of the 07-8-25 Charter Commission Meeting Minutes <br />MOTION by Commissioner Digatono, seconded by Commissioner Damiani to receive the two <br />petitions for Charter amendment of Sections 1.04, Segregations Prohibited and Section 12.15, <br />Limitations of Pace of Residential Development and forwarding to the City Council in <br />accordance with Minnesota Statute 410.12. <br />Motion passed unanimously. <br />The Chair of the Charter Commission to receive and record the Attorney's written response <br />regarding the outcome of the 2024 citizen petitions to amend the City Charter. <br />ATTACHMENTS <br />Summary Email Response from City Attorney <br />
