5. The election on the proposed Charter amendment takes place at a general <br />election. If 51 % of the votes cast on the proposed amendment favor the <br />amendment's adoption, the amendment becomes effective thirty (30) days <br />from the date of the election (or at another time if specified in the amendment). <br />6. If the proposed amendment is adopted, the City Clerk must file with the <br />Minnesota Secretary of State a copy of the amendment, along with a certificate <br />attesting to the accuracy of the copy of the amendment that provides the date of <br />the election and the vote by which the proposed amendment was adopted. The <br />Clerk must also maintain a copy of these in the Clerk's office. In addition, the <br />Clerk must file a certified copy with the County Recorder. <br />This method of amending the Charter has fewer procedural steps and limited <br />Council involvement. The proposed amendment submitted to voters would need to be <br />clear both as to the change to even -year elections and the impact on terms of current <br />elected officials or those elected prior to the effective date of the change. <br />If the Charter Commission wanted to have this Charter amendment put to the <br />voters at the November 2025 election, it would need to submit the proposed amendment <br />to the Council no later than July 8, 2025, which is 17 weeks ahead of that election. <br />0 <br />
