CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 6A <br />STAFF ORIGINATOR: Diane Hankee PE, City Engineer <br />MEETING DATE: April 28, 2025 <br />TOPIC: Consider Resolution No. 25-52 Approving Interim Use Permit, <br />Rehbeins Black Dirt <br />VOTE REQUIRED: Simple Majority <br />INTRODUCTION <br />Staff is requesting City Council consideration of the Interim Use Permit for earth moving and a <br />black dirt stockpile on Rehbein's property off 21st Avenue South. <br />BACKGROUND <br />On March 14, 2022 the City Council approved Resolution No. 22-30 Approving Conditional Use <br />Permit (CUP) for Earth Moving and Stockpiling at Rehbein's Black Dirt. The existing CUP is due for <br />renewal. The property owner has requested renewal. Since the issuance of the CUP, the City has <br />updated their zoning ordinance and this project is to be re -permitted as an Interim Use Permit <br />(IUP). An IUP is required for renewal every 5 years. <br />The black dirt stock pile is located on 21s' Avenue South (PID #24-31-22-24-0002, #24-31-22- <br />24-0008, and #24-31-22-24-0009). The material from the stockpile is available for public and <br />local business use during the summer months from 7:00 a.m. to 5:00 p.m. The enclosed IUP <br />and Site, Grading, Erosion and Sediment Control Plan details the conditions of the current site <br />approvals. The City hasn't had issue with the current operations and the City of Centerville did <br />not have any concerns. There are no proposed changes with issuing of the IUP. <br />RECOMMENDATION <br />Staff and Planning & Zoning Board recommend approval of the Interim Use Permit, Rehbeins <br />Black Dirt. <br />ATTACHMENTS <br />Resolution 25-52 <br />Project Map <br />
