<br /> <br />26 <br /> <br />ANNEX E <br />Estimated Cost to Hire and Train a New Officer <br /> <br />COST – APPLICATION AND INTERVIEW TIME <br /> <br />• 15 minutes to review each application. <br />• 407 applications were received between 2020 -2024. <br />• 15 minutes x 407 applications = 101.75 hours spent reviewing applications. <br />• 101.75 hours / 15 officers hired between 2020 -2024 = 6.78 hours spent reviewing <br />applications to hire one officer. <br /> <br />• Typically, there are 3 officers on the panel for the first interview. <br />• 30 minutes each interview. <br />• Total time per interview =1.5 hours. <br /> <br />• It varies how many officers are on the panel for the second interview, but 2 will be used for <br />the calculation. <br />• 30 minutes each interview. <br />• Total time per interview =1 hour. <br /> <br />• Between 2020-2024, there were 213 first round interviews to hire 15 officers. <br />• Between 2020-2024, there were 40 second round interviews. <br />• 213 interviews X 1.5 hours = 319.5 hours. <br />• 40 interviews X 1 hour = 40 hours <br />• Total hours in interview to hire 15 people was 359.5 hours. <br />• 359.5 hours / 15 officers = 21.3 hours spent on interviews to hire one officer. <br /> <br />(6.78 hours to review application + 21.3 hours to complete interview) X ($46.42 top hourly <br />2024 patrol rate) = total cost for application review and interview process: $1,303.47 per <br />officer hired <br /> <br />COST – BACKGROUND TIME <br /> <br />• 407 applicants, 50 given background packets, 15 passed. On average 3 backgrounds are <br />required to hire one person. <br />• Average background takes 40 hours to complete. <br />• The hourly rate of background investigators is $35.00. <br /> <br />120 hours X $35.00 = $4200 per officer hired <br /> <br />COST – PRE-EMPLOYMENT SCREENING <br /> <br />• Martin McAllister - $625 / Faul Psychological - $665 <br />• WorkSteps – $185 <br />• Health Strategies – $330 / $459 – new 2025 price <br />$1,140 per officer hired. Not everyone passes at this point.
