Lino Lakes City Council <br />Work Session <br />Minutes <br />DATE: April 7, 2025 <br />TIME STARTED: 6:00 P.M. <br />TIME ENDED: 7:51 P.M. <br />LOCATION: Community Room <br />MEMBERS PRESENT: Mayor Rafferty Councilmembers Cavegn, Lyden, Stoesz and <br />Ruhland <br />MEMBERS ABSENT: None <br />Staff Members Present: Interim City Administrator Dave Pecchia, City Clerk Roberta Colotti, <br />Community Development Director Michael Grochala, Interim Fire Chief Dan L'Allier, City <br />Planner Katie Larsen, and City Attorney Kristin Nierengarten. <br />1. Call to Order and Roll Call <br />Mayor Rafferty called the meeting to order at 6:00 p.m. <br />2. Setting the Agenda: Addition or Deletion of Agenda Items <br />The agenda was adopted as presented. <br />3. Administration Update <br />The City Administrator presented the following operations updates: <br />• Resolution No. 25-41 "Supporting Retention of City Zoning Authority" was sent <br />to the Lino Lakes State Representative and Senator, as well as the League of <br />Minnesota Cities. Our State Senator thanked the city for sending the resolution <br />and provided notice that the state hearing on the proposed amendment to city <br />zoning authority had been cancelled. <br />• Staff have received the final draft of the public safety department report from <br />Citygate. Citygate representatives have requested a special meeting date of April <br />30th or May 7th to reduce travel costs. <br />• Working on the agenda for the Joint Work Session with the Charter Commission <br />on April loth and the Special City Council Meeting on April 151h, which was <br />scheduled to interview City Administrator candidates. <br />• Ordinance No. 04-25 "Franchise Extension Agreement" with Comcast, which was <br />adopted by the City Council on March loth, has been fully executed by all parties. <br />• The debriefing of the recent water rescue indicated that one of two ambulances <br />left that was needed at the time of the rescue.
