CITY COUNCIL REGULAR MEETING STAFF REPORT AGENDA ITEM 6C STAFF ORIGINATOR: Diane Hankee, City Engineer MEETING DATE: May 12, 2025 TOPIC: Consider Resolution Number No. 25-57, Authorize the Preparation of Plans and Specs, Andall Street Culvert Project VOTE REQUIRED: Simple Majority INTRODUCTION Staff is requesting Council authorization to prepare plans and specifications for the Andall Street Culvert Project. BACKGROUND The City's annual Surface Water Management Program (SWMP) addresses areas in need of maintenance, and conforms to the City's Storm Water Pollution and Prevention Plan. For the 2025 SWMP the City will include the Andall Street Culvert Project, which includes replacing a 36" culvert and two catch basin structures along Rice Creek Watershed District (RCWD) Ditch 10-22-32 and cleaning out a skimmer structure on Blackbird Lane. In 2024 the City public works department addressed an erosion issue at the catch basins. In addition they inspected the culvert with RCWD staff. It was determined that the culvert was deteriorating and in need of replacement. Staff has had conversations with RCWD and they fully support the maintenance/ replacement project. The project will be reviewed and permitted by RCWD. WSB LLC has submitted a proposal to complete the topographic survey, plans and specifications, and provide bid documents for the Andall Street Culvert Project for a total not to exceed the amount of $18,400.00. The estimated total project cost is $130,000.00. Funding for the project is expected to be from the Surface Water Utility Fund. The project is proposed to be completed by September 30, 2025.
