CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 6D <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br />MEETING DATE: May 12, 2025 <br />TOPIC: Consider Resolution No. 25-62 Approving the Joint Powers <br />Agreement with Anoka County for the Reconstruction of CSAH 21, <br />CSAH 54 and County Road 84 as part of the County J and 1-35E <br />Interchange Project <br />VOTE REQUIRED: Simple Majority <br />INTRODUCTION <br />Staff is requesting approval of the Joint Powers Agreement (JPA) between the City of Lino Lakes <br />and Anoka County to facilitate the reconstruction of the Hodgson Road and County Road J <br />intersection. <br />BACKGROUND <br />Ramsey County is preparing to solicit bids and award a contract for the improvements for I- <br />35E/CR J interchange improvements. The overall project cost is estimated at $23,761,410.60. <br />Federal funds are available for the Project and are capped at $19,000,000.00. <br />The City's share of the proposed improvements is $318,509.60. This includes pro rata share of <br />right-of-way, drainage, utility and roadway improvements. The City's share is funded primarily <br />from Municipal State Aid Street funds with a small portion of funding from the Area and Unit <br />Trunk Utility funds. Area and Unit funds will be reimbursed from developer fees charged with <br />development of the northwest quadrant of the Centerville Road/CRJ intersection. <br />The City will be entering into the agreement with Anoka County. Anoka County and Ramsey <br />County will have a master agreement in place covering the overall project costs. Under the <br />terms of the agreement the City is responsible for maintenance of the storm water pond in the <br />NE quadrant of Centerville Road/CRJ intersection, the cost of which is split between City and <br />Ramsey County based on contributing area. Lino Lakes will also be responsible for the trail on <br />the west side of Centerville Road along with the crosswalk pavement markings on City streets, if <br />applicable. The City will be responsible for maintenance of Centerville Road/CRJ roundabout <br />
