CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 3C <br />STAFF ORIGINATOR: Meg Sawyer, Human Resources and Communications Manager <br />MEETING DATE: May 12, 2025 <br />TOPIC: Consider Appointment of Police Officer <br />VOTE REQUIRED: Simple Majority <br />INTRODUCTION <br />The City Council is being asked to approve the appointment of Kayla McKinney to the Police <br />Officer position within the Police Department. <br />BACKGROUND <br />Staff has completed the recruitment process, provided a conditional offer, and is <br />recommending the approval of McKinney for the full-time position. <br />McKinney will earn an Associate's Degree in Criminal Justice and Law Enforcement Transfer <br />Pathway through Century College and complete her POST mandated Law Enforcement <br />curriculum in Summer of 2025. McKinney has been working as a part-time Community Service <br />Officer in the Lino Lakes Public Safety Department since February 2024. <br />The starting wage for McKinney will be $42.22 per hour, which is Step 1 in a 7-step wage <br />scale for the Police Officer position. <br />With the Council's approval, McKinney will start in the Police Officer position once she receives <br />her POST licensure. <br />There are currently two vacant Police Officer positions within the Public Safety Department. <br />The 2025 Approved Budget is funded for 28 sworn positions. The hiring of McKinney as an <br />officer will bring the police department to 28 sworn staff. Approval of this request will not <br />result in an increase to personnel cost for the police department. <br />RECOMMENDATION <br />Please approve the appointment of Kayla McKinney to the Police Officer position. <br />ATTACHMENTS <br />None <br />
