CITY COUNCIL <br />WORK SESSION STAFF REPORT <br />ITEM NO. 7 <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br />WORK SESSION DATE: June 2, 2025 <br />TOPIC: Water & Sewer JPA with White Bear Township/City of North Oaks <br />BACKGROUND <br />As previously discussed, the Wilkinson Waters development, located in the northwest quadrant <br />of Centerville Road and County Road J is proposed to be served by White Bear Township <br />utilities. Staff has been working with both the Township and the City of North Oaks on a joint <br />powers agreement (JPA) to secure access to these utilities. <br />The project is in Lino Lakes Sanitary Sewer District 4, which is planned to serve the Southeast <br />Quadrant of the City, generally east of Holly Drive and South of Holly Drive East & Birch Street. <br />The area will be served by an 18" trunk sanitary line that runs along Centerville Road in White <br />Bear Township. The City's Comprehensive Plan identifies the need to enter into a JPA with <br />White Bear Township to acquire capacity from this line. <br />Water is proposed to be temporarily provided by White Bear Township through water mains <br />installed in the City of North Oaks. The Wilkinson Waters project has water main stubbed to <br />the property along with lateral water mains running through the property serving the Rapp <br />Farm development on the west side of Wilkenson Lake. White Bear Township currently has <br />agreements in place with North Oaks Development Company for water supply. Staff is <br />anticipating a minimum service timeline of 10 years. Ultimately the property is planned to be <br />serviced by Lino Lakes utilities once extended. <br />A draft agreement has been prepared based on existing agreements between North Oaks and <br />White Bear Township. Staff is working through the agreement components to address sanitary <br />sewer flow, billing responsibilities, rates and metering locations. Wate rates for the project <br />may be different than rates charged for the balance of the City. White Bear Township charges <br />North Oaks a base rate equal to 125% of their tier 1 residential water rates. This would result <br />in a base water rate of $3.25 per thousand gallons. For comparison Lino Lakes current tier 1 <br />rate is $2.19 per thousand. We are anticipating a similar fee as part of our JPA. <br />REQUESTED COUNCIL DIRECTION <br />
