CITY COUNCIL <br />WORK SESSION STAFF REPORT <br />ITEM NO. 8 <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br />WORK SESSION DATE: June 2, 2025 <br />TOPIC: Public Works Building, Construction Manager Update <br />BACKGROUND <br />Following discussion at the March 3, 2025, work session staff proceeded with soliciting <br />proposals from qualified firms to provide Construction Management as agent (CMa) services for <br />the proposed Public Works Building. The CMa scope of services would include: <br />Pre -construction activities: these include consulting on aspects of project design with the City <br />and Oertel Architects, creating parameters for quality, cost and time, constructability reviews <br />and cost analysis and management of the overall project budget. This would also include <br />development of a phasing and sequencing plan. <br />Procurement activities: these would include developing a procurement plan include multiple <br />bid packages, along with bid and award administration. <br />Construction Phase: these activities would include coordination of all subcontractors, vendors <br />and suppliers, prepare project schedule, lead change order review and dispute resolution in <br />coordination with staff and Oertel Architects, enforcing and maintaining quality of control <br />standards and review of contractor labor, materials and other costs. <br />Closeout: Management and coordination of final start-up, testing and occupancy, facilitate <br />commissioning process and compile all project documentation. <br />Four firms where selected for consideration and interviewed by City staff. The firms included: <br />ICS <br />Knutson Construction <br />Kraus -Anderson <br />RJM Construction <br />
