Environmental Board <br />April 30, 2025 <br />Page 5 <br />Exploration prepared by American Engineering Testing, the site is an existing agricultural <br />2 property with fairly flat terrain towards the center and higher banks on the northwest <br />and southeast corners. Elevations at the soil borings ranged from 911 feet to 904 feet. <br />Wetlands exist on site. <br /> <br />Mr. Parsons had questions about where the proposed road would be located on site <br />regardingthe wetlands. Mr. Hoffman showed the board where the road would be <br />located and explained it would be right-in. Ms. Larkin asked what the impact would be <br />to the existing wetlands. Mr. Hoffman stated we are waiting on their wetland mitigation <br />reports. <br /> <br />Ms. Larkin would like to see more green space on the site. Mr. Hoffman stated they will <br />have to meet the city landscaping requirements, and since this is a preliminary plat the <br />developer has not submitted their landscaping plans. Ms. Larkin had questions about <br />the screening on site and making sure there is more greenery. Mr. Hoffman stated that <br />the screening would be landscaped with plants. <br /> <br />Ms. Nelson made a motion to approve/reject the recommendations by staff. Ms. <br />Buchmeier seconded. Motion carried 6 – 0. <br /> <br />D. Java Lino Lakes 2nd Addition Preliminary Plat <br /> <br />Java Lino Lakes 2.0 was brought to the Environmental Board on October 30, 2024 for <br />Preliminary Plat. The applicant is now proposing to split the two lots on the north side <br />of the road into three commercial lots. The lot on the south side of the road is to <br />remain the same per the original plans. <br /> <br />The 5-acre site includes the redevelopment of six (6) existing lots along the west side of <br />Lake Drive. The lots south of 77th Street are commercially zoned lots that either had or <br />currently have single family dwellings. The developer will be removing the existing <br />dwellings as part of the project. Tree removal within the proposed road right-of-way <br />and utility easements was completed by the City in spring of 2024. <br /> <br />Ms. Nelson asked whether there were wetland impacts to this portion of the site. Mr. <br />Hoffman stated there are no impacts to this portion. <br /> <br />Ms. Larkin had concerns about the blandings turtle and whether there would be enough <br />space for the turtles to move freely. Mr. Hoffman stated that they are meeting <br />requirements to allow for free movement of the blandings turtles. <br /> <br />
