In addition to the criteria established under Section 1007.017, Interim Use Permits, <br />Section 1007.051(4), Earth Moving and Land Reclamation establishes the following <br />conditions that shall be met: <br />(a) Properly fence any pit or excavation, and barricade entrances to <br />prevent the general public from depositing garbage or refuse. <br />The proposed plans indicate earth moving for stockpiling, not a pit. The proposed plans <br />do not currently show any fencing around the earth moving areas or any barricades at <br />the entrance, other than silt fence. <br /> <br />(b) Slope the banks, and otherwise guard and keep any pit or excavation <br />in such condition as not to be dangerous because of sliding or caving <br />banks. <br /> <br />The fill stockpiles are proposed with 4:1 side slopes on all sides, reducing the risk of <br />sliding or caving banks. Areas not being worked shall be established with turf within <br />seven (7) days of placement to avoid sliding. <br />(c) Properly drain, fill, or level off any pit or excavation so as to make the <br />same safe and healthful as the City may determine. <br />The proposed earth moving and stockpiling site is designed to drain in a similar manner <br />as the existing conditions. The majority of the site will drain towards the existing <br />wetlands and Clearwater Creek. Erosion control is proposed and will be needed to ensure <br />that sediment is prevented from entering the wetlands and Clearwater Creek. <br />(d) Limit the depth of such excavation to an elevation no lower than the <br />minimum floor elevation for building construction as established by <br />the City Engineer, so as not to diminish development potential of the <br />parcel. <br /> <br />Not applicable to this project. <br />(e) Limit any fill material to clean fill, defined as rock, sand, gravel, clay, <br />or other like and similar non-decomposable material. Concrete, <br />asphalt, metal, wood, and other debris shall be prohibited. <br /> <br />The project is only proposing moving and stockpiling “suitable fill material”. The site will <br />be limited to this type of material. The City will reserve the right to test the material. <br /> <br />(f) Require that all decomposable material, or other unsuitable <br />foundation material, be removed from an area before deposition of <br />fill begins. <br />8 <br /> <br />
