2. The city has sufficient MUSA and pipe capacity to serve the subdivision if developed to its <br />maximum density; <br />3. A joint powers agreement between Lino Lakes and White Bear Township for sanitary <br />sewer and water shall be approved prior to approval of the final plat. <br />3.
