BACKGROUND <br />On April 14, 2025, the City Council passed Resolution No. 25-43 approving the Otter Crossing <br />South preliminary plat. The Council staff report and resolution detail the project's consistency <br />with the City's Comprehensive Plan and compliance with the City Code. <br />ANALYSIS <br />The final plat contains the following lots and outlots: <br />Parcel <br />Acres <br />Purpose <br />Lot 1, Block 11 <br />1.32 acres <br />Grocery Store <br />Lot 1A, Block 1a <br />2.76 acres <br />Grocery Store <br />Outlot A <br />23.19 acres <br />Future development <br />Outlot B <br />2.23 acres <br />Future development <br />CR 84 (Otter Lake Rd) <br />0.26 acres <br />Dedicated road right-of-way <br />TOTAL <br />29.76 acres <br />I Lot 1 is abstract property and Lot 1A is torrens property. The grocery store will be constructed <br />on both Lots 1 and 1A and it will be treated as one lot. <br />An additional 10ft of road right-of-way along CR 84 (Otter Lake Road) is being dedicated on the <br />plat as required. <br />Planning & Zoning Board <br />On May 14, 2025, the Planning and Zoning Board reviewed the Otter Crossing South final plat <br />and made the following findings of fact: <br />Per City Code Section 1001.057 Review, Approval or Denial: <br />(1) The Planning and Zoning Board shall consider the final plat and the Community <br />Development Department shall forward the Planning and Zoning Board recommendations to <br />the City Council. The following requirements shall be met before consideration of the final plat <br />by the Planning and Zoning Board: <br />(a) The final plat shall substantially conform to the approved preliminary plat and phasing <br />plan; <br />The final plat substantially conforms with the preliminary plat. <br />
