CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 7F <br />STAFF ORIGINATOR: Diane Hankee, PE, City Engineer <br />MEETING DATE: May 27, 2025 <br />TOPIC: Consider Resolution No. 25-72, Accepting Quote for Test Well No. <br />7B <br />VOTE REQUIRED: Simple Majority <br />INTRODUCTION <br />Staff is requesting authorization to accept quotes and award the construction contract for the <br />Test Well No. 7B Project located at the Water Treatment Plant site. <br />BACKGROUND <br />On November 4, 2025 the City authorized the design and analysis of a test well in preparation <br />for the Well No. 7B permit application, see enclosed map. Prior to drilling the new production <br />well, the city is required to drill a test well. <br />The proposed new Well No. 7B would replace existing Well No. 2 which has not been in service <br />due to poor water quality. The new test well and production well would be located at the <br />Water Treatment Plant site, eliminating the need for a pumphouse and reducing the length of <br />raw watermain needed to connect the well to the treatment plant. <br />Due to the geological conditions in this area the test well will be constructed using sonic drilling <br />to mitigate sandstone fracture failures. Sonic drilling limits the available contractors to <br />complete the work. Thus, the City requested quotes from two qualified contractors. Only one <br />contractor was able to provide a quote. The quote for the project was received on April 4, 2025 <br />and is outlined below: <br />CONTRACTOR <br />QUOTE <br />Traut Companies <br />$107,270.00 <br />Cascade Environmental <br />Did not bid <br />The low quote was submitted by Traut Companies of St. Joseph, Minnesota, in the amount of <br />$107,270.00. <br />1 <br />
