CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 7G <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br />MEETING DATE: May 27, 2025 <br />TOPIC: Consider Resolution No. 25-70, Approving Professional Services <br />Agreement with WSB, Preparation of Mitigation Banking <br />Instrument (MBI), Winter Wetland Bank <br />VOTE REQUIRED: Simple Majority <br />INTRODUCTION <br />Staff is requesting City Council consideration to authorize a Professional Services agreement <br />with WSB to complete the Mitigation Banking Instrument (MBI) for wetland bank project. <br />BACKGROUND <br />The City has been working on the establishment of a wetland bank on approximately 138 acres <br />located east of 35E and north of Main Street, located at 7473 241" Avenue. The council <br />previously authorized preparation of the prospectus document in December. That document is <br />currently under review of the Mn Board of Soil and Water Resources (BWSR) and the Army <br />Corps of Engineers (USACE). A purchase agreement to acquire the property was entered into in <br />January of 2025. <br />Staff is now requesting council consideration to move forward with the Mitigation Bank <br />Instrument (MBI) and full wetland bank plan for the site. This work is proposed to be <br />completed by July. Pending final approvals construction would begin in fall of this year. <br />WSB has submitted a proposal to complete the work for a not to exceed amount of $79,294. <br />The project is funded from the Surface Water Management Fund and wetland credit sales <br />proceeds. <br />RECOMMENDATION <br />Staff is recommending approval of Resolution No. 25-70. <br />ATTACHMENTS <br />
