CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 1G <br />STAFF ORIGINATOR: Dave Pecchia, Interim City Administrator <br />MEETING DATE: May 27, 2025 <br />TOPIC: Fire Chief Salary Step Amendment <br />VOTE REQUIRED: Simple Majority <br />INTRODUCTION <br />The City Council is being asked to approve the step adjustment for Dan L'Allier's promotion to the <br />Fire Chief position. <br />BACKGROUND <br />At the May 12, 2025 City Council Meeting the City Council approved the promotion to the Fire Chief <br />position for Dan L'Allier. This evening's request is to revise the adopted salary to be at Step 10, effective <br />at the time of promotion. <br />At the April 28, 2025 City Council meeting, Citygate Associates presented its final recommendations, <br />advising the City Council to restructure the Public Safety Department into independent Police and Fire <br />Departments. This proposed change necessitates amending the City Ordinance and establishing two new <br />leadership roles: Police Chief and Fire Chief, who would oversee their respective departments. <br />L'Allier brings over 40 years of experience in Firefighting, Emergency Medical Services (EMS), and <br />Emergency Management. Since joining in 2014, he has led the development of the Fire Division, <br />including staffing models, apparatus acquisition, and the construction of Fire Station 2. Prior to <br />coming to Lino Lakes, he served as Fire Chief/Emergency Manager/Tactical Paramedic for the <br />Virginia Fire and EMS Department, overseeing a team of 32 full-time personnel. He has successfully <br />led fire departments with a mix of full-time, part-time, and paid -on -call firefighters. Since February <br />1, 2025, L'Allier has been serving as Interim Fire Chief for the City of Lino Lakes. <br />The wage for L'Allier will be adjusted to $73.96 per hour, which is Step 10 in a 10-step wage scale for <br />the Fire Chief position. With Council approval, L'Allier's promotion to Fire Chief and step adjustment <br />will be effective May 12, 2025. <br />RECOMMENDATION <br />Please approve the step adjustment for Dan L'Allier's promotion to Fire Chief. <br />ATTACHMENTS <br />None <br />
