CITY COUNCIL <br />STAFF REPORT <br />AGENDA ITEM 4.A. <br /> <br />STAFF ORIGINATOR: Curt Boehme , Interim Public Safety Director <br /> <br />MEETING DATE June 9, 2025 <br /> <br />AGENDA ITEM: Police Department Retention and Recruitment Plan <br /> <br />VOTE REQUIRED: Simple Majority <br /> <br /> <br />INTRODUCTION <br />The City Council is being asked to approve the Lino Lakes Police Department’s retention and <br />recruitment plan. <br /> <br />BACKGROUND <br />In April 2025, Citygate Associates provided the City of Lino Lakes with the results of their <br />operational study which included 34 recommendations for the Police Department to consider <br />for implementation. Police staff reviewed the study and developed a phased implementation <br />plan that included retention and recruitment strategies, which are needed to support the <br />department’s efforts to implement Citygate’s recommendations. <br /> <br />With the council’s approval, staff will complete a memorandum of understanding (MOA) and <br />coordinate with Law Enforcement Labor Services (LELS) to amend the 2025-2026 labor <br />contracts: <br />• Complete an MOA to amend the 2025-2026 Local No. 299 Officers contract to increase <br />wages by 4% beginning at Step 4. <br />• Complete an MOA to amend the 2025-2026 Local No. 260 Sergeants contract to <br />increase wages by 2% beginning at Step 1. <br /> <br />Staff will also put into place temporary hiring practices and initiate the processes to: <br />• Front-load sick and vacation leave banks with 20 hours each for new police officers <br />hired after June 10, 2025. <br />• Offer a $2,500, one-time hiring bonus for lateral police officers hires who have one to <br />three years of experience. Half to be paid at the start of employment and half to be paid <br />upon the successful completion of the new officer training program. <br />• Offer a $5,000, one-time hiring bonus for lateral police officers hires who have more <br />Page 213 of 353
