8 <br />The Environmental Board reviewed the project at their April 30, 2025 meeting and made <br />recommendation with conditions as noted in the attached memo. <br />Planning & Zoning Board <br />The Planning & Zoning Board held a public hearing on May 14, 2025. There was one (1) public <br />comment regarding pedestrian access and sidewalks. The Board recommended approval with a <br />7-0 vote. <br />Agreements <br />Stormwater Maintenance Agreement <br />The stormwater facilities will be privately maintained, and a Declaration for Maintenance of <br />Stormwater Facilities will be required. Both the Rice Creek Watershed District (RCWD) and the <br />City of Lino Lakes shall be parties to the Declaration <br />Development Agreement and Final Plat <br />The applicant shall submit a Land Use Application for final plat after preliminary plat approval. A <br />Development Agreement will then be prepared by the City as part of the final plat application. <br />Site Improvement Performance Agreement <br />Site Improvement Performance Agreements will be required for construction of the commercial <br />buildings. <br />Comprehensive Plan <br />The Clearwater Commons preliminary plat is consistent with the goals and policies of the <br />comprehensive plan regarding land use, housing, economic development, transportation, local <br />water management plan, sanitary sewer, water supply and parks, greenway and trails. <br />Land Use Plan <br />The Comprehensive Plan guides this property for commercial use. The preliminary plat is <br />consistent with commercial land use. <br />Housing Plan <br />The goals and policies of the Housing Plan are not negatively impacted by the three (3) lot <br />commercial preliminary plat. <br />Page 309 of 353
