Applicant to submit a hauling plan with truck weights and associated volume of <br />material and the number of trips for the pile construction. This plan should meet <br />the road restrictions. <br />• Wetlands and Mitigation Plan <br />There are two existing wetlands on the site according to the Regulated Wetlands <br />and Tributaries exhibit prepared by Kjolhaug Environmental Services Company. <br />The applicant is not proposing any wetland impacts with this project. <br />Clearwater Creek is within the Natural Resource Conservation Area on the south <br />side of the site. The applicant is not proposing any work in the Natural Resource <br />Conservation Area. <br />Staff does not have any comments at this time. <br />• Landscaping <br />The applicant did not propose any landscaping at this time. If submitted, landscaping will be <br />reviewed in depth by the City's Environmental Coordinator. <br />• Floodplain <br />There is a FEMA Zone A floodplain on the southern portion of the site near Clearwater <br />Creek. The applicant is not proposing any impacts to the floodplain on the site. <br />Staff does not have any comments at this time. <br />• Drainage and Utility Easements <br />The proposed work is located within the western most parcel on Phelps Road (PID 24-31- <br />22-42-0004). Phelps Road is within a Public Street and Utility Easement that is 60-ft in <br />width. The Otter Lake Service Road is within a road easement in the Minnesota Department <br />of Transportation right-of-way. There are drainage and utility easements and access <br />easements along the northern property line. <br />The applicant is not proposing any changes to the plat at this time. <br />• Site Performance Agreement <br />A Site Performance Agreement will be required. <br />• Grading Agreement <br />A Grading Agreement is not applicable at this time. <br />• Stormwater Maintenance Agreement <br />A Stormwater Maintenance Declaration is not applicable at this time. <br />• Permits Required <br />Phelps Road Stockpile UP Engineering Review <br />Page 105 of 142 <br />
