<br />Greenways and Trails
<br />Introduction
<br />Lino Lakes has an impressive history of planning for parks and open space,
<br />including the 2004 Parks, Natural Open Space / Greenways and Trail System
<br />Plan� That plan was updated in 2011 as part of the 2030 Comprehensive Plan
<br />update, and adopted by reference in Chapter 2, the Resource Management
<br />System Plan� This chapter of the 2040 Comprehensive Plan brings together
<br />and replaces those separate studies with a cohesive plan that reflects the
<br />community’s long held belief that ongoing development must be in harmony
<br />with preserving the innate character of the city� The common vision and
<br />goal that has been carried throughout the various comprehensive plans and
<br />park plan updates is a continued focus on preserving the natural open space
<br />character of the city�
<br />This chapter of the Comprehensive Plan will describe the parks, greenways
<br />and trail systems, with open space and natural resource components as
<br />applicable� The chapter will be used for:
<br />• Strategic decision making, general policy setting, establishing priorities
<br />and budget allocations
<br />• Day-to-day use by staff and those charged with implementing the plan to
<br />ensure a high level of consistency in interpretation and action
<br />The following statements provide the key underpinnings of the progressive
<br />vision for parks, greenways and trails in Lino Lakes:
<br />• Foster a high quality of life within the context of ecological protection,
<br />responsible land stewardship, long-term sustainability, and economic
<br />viability�
<br />• Implement a balanced park, trail and greenway system offering multiple
<br />community values for a wide range of demographics and user groups�
<br />• Perpetuate an interconnected latticework of natural landscapes,
<br />greenways, parks and trails throughout the city�
<br />• Foster the “city as a park” concept, whereby preserved natural areas
<br />and parks serve as a primary factor in shaping the character of the
<br />community�
<br />• Maintain a high and consistent standard of quality throughout the system�
<br />• Adhere to a planning and design process to ensure consistency in public
<br />involvement and outcomes�
<br />•Allow for some flexibility in implementation of the plan to adjust to
<br />realistic financial limitations, unforeseen events, and shifts in priorities.

<br />Environment
<br />Lino Lakes’ residents place a high value on its lakes and open spaces� Lakes,
<br />wetlands and protected open space occupy approximately 45% of the city’s
<br />area and provide Lino Lakes with a character and ambiance unequaled within
<br />the region�
<br />The Rice Creek Chain of Lakes is the most significant and defining natural
<br />feature of the city’s landscape� This large natural amenity, much of which is
<br />protected in a regional park, attracts residents and sets the city apart from
<br />surrounding municipalities� It also shapes development by dividing the
<br />community and presenting challenges for providing infrastructure such as
<br />sewer and water and roadway connections�
<br />Lino Lakes’ city plans have long recognized the need to integrate the
<br />protection of the natural environment with all aspects of community
<br />development� The city has collaborated with the Rice Creek Watershed
<br />District to develop a unique and unprecedented city-wide, watershed-based
<br />Resource Management Plan (RMP)� While the RMP is primarily focused
<br />on wetlands and water resources, it also identifies important upland natural
<br />resource areas and provides the framework for a unified approach to natural
<br />resources management when combined with the city’s Comprehensive Plan,
<br />particularly the Land Use Plan, the Local Water Management Plan, and the
<br />Parks, Greenways and Trails�

<br />In 1967 the Minnesota Legislature created the Metropolitan Council
<br />to plan and coordinate the orderly development of the seven-county
<br />metropolitan area. The 1976 Metropolitan Land Planning Act requires
<br />every municipality and county within the metropolitan area to prepare and
<br />submit a comprehensive plan for review by the Metropolitan Council� The
<br />Council reviews local plans for conformance to metropolitan systems plans
<br />(transit, highways and airport; wastewater services; and parks and open
<br />space), consistency with Council policies, and compatibility with adjacent and
<br />affected governmental units� Updates of local plans are triggered by updates
<br />to the systems plans and the issuance of “systems statements” to local
<br />governments by the Metropolitan Council� Systems Statements were issued
<br />in September of 2015� Updated local comprehensive plans are due to the
<br />Metropolitan Council for review by December 31, 2018.
<br />Community Designation
<br />In its Regional Development Guide, “Thrive MSP 2040”, the Metropolitan
<br />Council groups local jurisdictions with similar characteristics for the
<br />application of regional policies into “community designations�” The Council
<br />uses community designations to guide regional growth and development;
<br />establish land use expectations including overall development densities
<br />and patterns; and outline the respective roles of the Council and individual
<br />communities, along with strategies for planning for forecasted growth�
<br />Lino Lakes has been designated Emerging Suburban Edge (Figure 1-2)�
<br />Emerging Suburban Edge communities include cities, townships and
<br />portions of both that are in the early stages of transitioning from rural
<br />communities into urbanized levels of development� Emerging Suburban
<br />Edge communities offer both connections to urban amenities and the
<br />proximity to open spaces that characterizes a rural lifestyle� Emerging
<br />Suburban Edge communities are expected to plan for forecasted population
<br />and household growth through 2040 and beyond at overall average net
<br />densities of at least three to five units per acre for new development and
<br />redevelopment� Higher density developments should be targeted to areas
<br />with better access to regional sewer and transportation infrastructure,
<br />connections to local commercial activity center, transit facilities and
<br />recreational amenities�
