IMPLEMENTATION <br />The Main Street Master Plan is the guiding plan for <br />future development in the study area. The Master Plan <br />is intended to show a general land use arrangement <br />with some specific design elements. The individual site <br />layouts and uses are to be determined as part of the <br />development review process, but should be based <br />on the Master Plan, including specific elements noted <br />below. <br />• AUAR <br />1. Development proposals must be within the <br />scenarios studied in the AUAR and follow the <br />mitigation plan (see Index to this document for <br />the mitigation plan). <br />• Land Use and Zoning <br />1. The specific residential and commercial land use <br />boundaries on Master Plan should be generally <br />followed and considered somewhat flexible in <br />order to accommodate natural features, land <br />assembly and other physical issues. <br />2. Require that tools such as clustering, buffering, <br />and/or screening be incorporated into future <br />development plans to mitigate potential land use <br />conflicts. <br />• Natural Resources/Water <br />1. Construct the water and sewer infrastructure <br />per the AUAR and 2040 Comprehensive Plan <br />requirements. <br />2. Implement the Conservation Design Framework, <br />which includes establishing greenway <br />corridors throughout the study area to provide <br />connectivity for ecological and wildlife corridors, <br />regional stormwater collection and conveyance, <br />and passive recreational opportunities. <br />3. Direct stormwater collection, trees, and open <br />space to be a natural buffer along Main Street. <br />IMPLEMENTATION PLAN & NEXT STEPS <br />IMPLEMENTATION (CONT.) <br />• Parks and Open Space <br />1. Create parks, natural open space and <br />greenways that connect to a larger trail system <br />that will be established across the study area. <br />This will link to the existing trail connection to <br />the south of the study area, and link to a future <br />regional trail along Main Street. The specific <br />alignment of the trail corridor and pocket parks <br />across the Master Plan area will be determined <br />as development occurs. <br />• Transportation <br />1. Create access points and a road network to <br />support future development per the Master Plan <br />and AUAR documentation. <br />NEXT STEPS <br />This Master Plan is to be incorporated into the Lino <br />Lakes Comprehensive Plan with an amendment of the <br />Comprehensive Plan. This includes amendments to <br />the Proposed Land Use Map and zoning amendments <br />should follow if and when appropriate. <br />As a next step, the City will consider amending the <br />2024 Lino Lakes Gateway Planning manual to change <br />the Main Street and Sunset Avenue intersection <br />to be designated as a “primary gateway”. Future <br />development would need to comply with the primary <br />gateway design elements as it relates to monument <br />signs, landscaping, roundabout design, etc. <br />Future developers will need to work with the City and <br />other agencies to construct and phase appropriately <br />the major infrastructure improvements needed to <br />expand the capacity of the water and wastewater <br />system is this area. <br />The Master Plan illustrates the desired location of <br />future land uses within a concept design to provide <br />a framework for future development in this area but <br />the Plan remains flexible with land use boundaries to <br />accommodate natural features, land assembly and <br />other physical boundaries, if needed. <br />MAPPING NORTHWEST MAIN - MAIN STREET MASTER PLAN <br />JULY 2, 2025 | 36IMPLEMENTATION & NEXT STEPS <br />DRAFT
