Further discussion will be had within Public Works whether the eastern portion of the Olson parcel to the south would be served with gravity by increasing the depth of the 8-inch main at the Peltier Ponds southern townhomes by approximately ten feet or whether it would be served by the lift station • Transportation The Peltier Ponds development will have a primary access from Watermark Way. There will be 8 local public streets (Streets A-H) added and extended as well as several private drives for the townhomes. All public streets are proposed to be 32’ back-to-back with a 60’ right of way. Final street naming will need to occur with the final plat. We have requested the additional traffic information below and cannot determine whether the current preliminary plat meets City requirements until reviewing that information. The traffic study has been reviewed and a full study with comments will be provided. Main comments include: o Figure 1 shows incorrect site plan o In Figures 4, 7, and 8: Trips are missing from the Watermark Way access. Review Watermark Traffic Study and include all trips from the 2025 Build scenario at the Watermark Way and 20th Avenue intersection. Revise analysis based on updated trips. o Add trips for the Peltier ghost plat to 2040 Build scenario o Include existing (actual or estimated) and future projected ADT for 20th Ave, Watermark Way (west and east leg), Rehbein Street (west and east leg), and Peltier Lake Drive. o Adjust access trip distribution, 75%-85% of trips are likely to use Watermark access based on site layout. o Trip calculations do not match ITE rates o Advancing and opposing volumes for right/left-turn lane analysis used incorrect volumes (and a future 2040 analysis should be completed) o 2026 and 2040 No-Build analysis is missing, this should be included to compare with the Build analysis. o Revise analysis based on updated AM/PM peak hour volumes o Revise recommendation section if improvements are needed Trails and sidewalks Trails are proposed extending from Peltier Lake in the southwest corner to the northeast corner of the development near the multifamily units as well as generally along the existing trunk storm sewer line from CSAH 54 to the center of the development. Sidewalks are shown along one side of almost all of the public streets on the preliminary plat, except for Street A, which has sidewalks on both sides from CSAH 54/20th Avenue west to Street B. With future review of the additional requested traffic information, sidewalk may be required on both sides of a larger portion of Street A.
