Page 3-17 of the 2040 Comprehensive Plan details the City's Growth Management Strategy. <br /> The strategy works in conjunction with the City's utility staging plan. <br /> The City will plan to accommodate an annual average of 230 units per year over each 5-year <br /> phasing period not to exceed 345 units in any one year. From 2010 to 2024, the City's average <br /> annual number of units is 123. This is less than the allowed 230 unit annual allocation. <br /> The proposed 14 housing unit residential subdivision is consistent with the growth <br /> management strategy. <br /> Housing Plan <br /> A goal of the housing plan is to maintain existing housing stock to insure a high-quality <br /> environment in all residential neighborhoods. It is a policy to encourage in-fill housing where <br /> appropriate. <br /> Erickson Property meets the goals of the housing plan by supporting in-fill housing. <br /> Economic Development <br /> The 14 lot single family residential development does not negatively impact the City's economic <br /> development plan. <br /> Transportation Plan <br /> A goal of the transportation plan is to ensure that streets are as safe as possible. Osakis Street is <br /> a local road and CSAH 54 (20t" Avenue) is an A-Minor Arterial Reliever. Both streets have <br /> capacity to accommodate 14 new single family homes. <br /> Local Water Management Plan <br /> The purpose of the water management program protect, preserve, and use natural surface and <br /> groundwater storage and retention systems and prevent erosion of soil into surface water <br /> systems. <br /> A stormwater pond, erosion control and rock construction entrance are proposed on site. <br /> Sanitary Sewer Plan <br /> The goal of the sanitary sewer plan is to maintain the city's residents and businesses with an <br /> affordable and safe sanitary sewer system.
