CITY COUNCIL <br /> STAFF REPORT <br /> AGENDA ITEM 3.A. <br /> STAFF ORIGINATOR: Roberta Colotti, City Clerk <br /> MEETING DATE July 14, 2025 <br /> AGENDA ITEM: Consider Second Reading and Adoption of Ordinance 12-25 Regulating <br /> Pet Stores <br /> VOTE REQUIRED: Simple Majority <br /> INTRODUCTION <br /> Presented for the consideration of the City Council is draft Ordinance No.12-25 Regulating Pet <br /> Stores. <br /> BACKGROUND <br /> At the June 9, 2025, City Council meeting, three residents appeared before the Council during <br /> the Public Comment period to request that the City Council adopt an ordinance prohibiting the <br /> sale of dogs and cats by pet stores. The option to showcase dogs and cats for adoption by local <br /> shelters and animal rescue organizations was preferred to selling dogs and cats that may <br /> potentially be part of a puppy mill. They provided several sample ordinances for the City's <br /> consideration. These ordinances were reviewed and used to draft the attached Ordinance <br /> Regulating Pet Stores, which will be incorporated into our existing City Code Chapter 503 <br /> Animal Control Regulations. Under Section 503.23 PENALTY. "A violation of any section of <br /> Chapter 503 is a misdemeanor. Each day on which a violation continues shall constitute a <br /> separate violation." This new section of the code will be covered by Section 503.23. <br /> First Reading of the Ordinance was provided at the June 23, 2025, City Council meeting. <br /> RECOMMENDATION <br /> • Waive the Full Reading of Ordinance No. 12-25 Regulating Pet Stores. <br /> • Provide Second Reading and Adopt Ordinance No. 12-25 Regulating Pet Stores. <br /> ATTACHMENTS <br /> 1. 12-25 - Regulating Pet Stores <br /> Page 40 of 240 <br />
