The DNR Natural Heritage Database information was updated for this AUAR update. A formal <br /> request for review was submitted 2/3/2025 and the official NHIS review letter was received <br /> 3/9/2025 (Appendix H). <br /> Based on the NHIS review there are Sites of Biodiversity Significance (MBS Sites)within the <br /> study area and include: <br /> • Rondeau Lake Wetland - High MBS Sites <br /> • Peltier Lake Wetland — Moderate MBS Sites <br /> • Rice Lake Wetland — Moderate Sites <br /> The information received is similar to the information obtained in the previous updates and the <br /> original AUAR. The mitigation plan contains measures that acknowledge the natural resource <br /> features in the area. The DNR NHIS information is included in Appendix H. <br /> 14. Historic properties: <br /> Describe any historic structures, archeological sites, and/or traditional cultural properties on <br /> or in close proximity to the site. Include: 1) historic designations, 2) known artifact areas, and <br /> 3) architectural features. Attach letter received from the State Historic Preservation Office <br /> (SHPO). Discuss any anticipated effects to historic properties during project construction and <br /> operation. Identify measures that will be taken to avoid, minimize, or mitigate adverse effects <br /> to historic properties. <br /> MNSHPO's Statewide Historic Inventory Portal and the Office of the State Archaeologist Portal were <br /> queried on February 20, 2025 and multiple documented aboveground historic resources or known <br /> archaeological and cultural sites are listed within the project area (Appendix 1). The City has a robust <br /> review requirement for cultural resources when development is proposed, and the mitigation plan is <br /> adequate to address this issue. <br /> 15. Visual: <br /> Describe any scenic views or vistas on or near the project site. Describe any project related <br /> visual effects such as vapor plumes or glare from intense lights. Discuss the potential visual <br /> effects from the project. Identify any measures to avoid, minimize, or mitigate visual effects. <br /> No changes from previous AUARs. The western portion of AUAR study area is within the Carlos <br /> Avery Important Bird Area and contains significant bird habitat. Proposed developments must <br /> consider measures to minimize negative visual impacts. <br /> 16. Air: <br /> a. Stationary source emissions— Describe the type, sources, quantities and compositions of <br /> any emissions from stationary sources such as boilers or exhaust stacks. Include any <br /> hazardous air pollutants, criteria pollutants, and any greenhouse gases. Discuss effects to <br /> air quality including any sensitive receptors, human health or applicable regulatory <br /> criteria. Include a discussion of any methods used assess the project's effect on air <br /> quality and the results of that assessment. Identify pollution control equipment and other <br /> measures that will be taken to avoid, minimize, or mitigate adverse effects from stationary <br /> source emissions. <br /> Not applicable to an AUAR. <br /> b. Vehicle emissions - Describe the effect of the project's traffic generation on air emissions. <br /> Discuss the project's vehicle-related emissions effect on air quality.
