Final Technical Memorandum WSb <br /> To: Michael Grochala, City of Lino Lakes <br /> From: Mallori Fitzpatrick, PE, PTOE, WSB <br /> Alison Harwood, WSB <br /> Date: April 2, 2025 <br /> Re: Transportation — 1-35 Corridor AUAR <br /> City of Lino Lakes, Minnesota <br /> WSB Project No. 027919-000 <br /> INTRODUCTION <br /> The original Alternative Urban Areawide Review (AUAR) was completed and approved in <br /> September 2005. The AUAR analyzed the transportation impacts of the three development <br /> 5: scenarios for the years 2030 and post 2030. Based on the analysis, a Mitigation Plan was <br /> 0 developed. Mitigation included adding new roadway connections, intersection control, turn lanes, <br /> U <br /> 6 and widening roads as necessary as development occurs throughout the area. <br /> z <br /> w <br /> m AUAR updates are required every five years from the original date of the approved AUAR. Updates <br /> were prepared in 2010, 2015, and 2020. The 2010 and 2015 updates assumed no change in the <br /> proposed development land use scenarios and included discussion of mitigation improvements that <br /> co <br /> had been completed at the time. In both cases no additional mitigation was recommended. As part <br /> of the 2020 AUAR update, the City completed an updated Comprehensive Plan including a <br /> Transportation Plan for the 2040 forecast year. <br /> M <br /> TRAFFIC AND TRANSPORTATION UPDATE <br /> There have been several developments in the study area that have been approved since the <br /> Z original AUAR was completed in 2005 through the 2020 update including: <br /> o Park-and-Ride in the northwest quadrant of 1-35E and CSAH 14 <br /> J <br /> o • McDonald's restaurant and Main Street Shoppes east of 1-35E on CSAH 14 <br /> 0- <br /> a • NorthPointe residential development north of Birch Street between 1-35E and CSAH 54 <br /> W <br /> Z o Watermark residential development west of 1-35E, north of CSAH 14 <br /> o Clearwater Creek commercial development west of 1-35E and south of CSAH 14 on 21 st <br /> Avenue <br /> 0 <br /> co <br /> W Since the 2020 update, the following developments have occurred: <br /> 7) • 7107 Otter Lake Rd multi-tenant development north of CSAH 14 on Otter Lake Road <br /> U) <br /> • Culver's development north of CSAH 14 on Otter Lake Road <br /> W • Tidal Wave Auto Spa development north of CSAH 14 on Otter Lake Road <br /> z • Kwik Trip gas station development west of 21 st Avenue on CSAH 14 <br /> > 0 NorBella Senior Living development west of 21 st Avenue on Michaud Way <br /> a New Horizon Academy development west of 24 th Avenue on Rosemary Wa <br /> a Y p Y Y <br /> Z .
