Rice Creek Watershed District (RCWD) 2020 Plan <br />The 2020 RCWD Watershed Management Plan outlines goals and strategies to <br />address watershed challenges. Key focuses include water quality management, flood <br />control, and natural resource preservation. RCWD aims to improve water quality and <br />ensure sustainable water resource management through monitoring programs, <br />watershed modeling, and BMPs. The plan highlights initiatives such as monitoring <br />programs, BMPs, and stormwater management techniques tailored to the <br />watershed's unique challenges. <br />The 2020 Plan will govern RCWD through 2029, and planning for the next update will <br />begin in 2028. <br />iii. Zoning, including special districts or overlays such as shoreland, floodplain, <br />wild and scenic rivers, critical area, agricultural preserves, etc. <br />Existing Zoning <br />The majority of the study area is currently zoned R, Rural. The southwest corner of <br />the study area is zoned PUD, Planned Unit Development (see Figure 9). The <br />purpose of the rural district is to preserve open land for agricultural purposes, <br />maintain open space near urban areas, to help guide the development of urban and <br />rural areas, and to allow urban farms to economically preserve land. The Planned <br />Unit Development zoning grants flexibility from certain zoning regulations in order to <br />achieve public benefits that may not otherwise be obtained under standard zoning <br />regulations. It is further intended that PUDs are to be characterized by central <br />management, integrated planning and architecture, a higher level of urban amenities, <br />preservation of natural open space, and more economically efficient use of land. <br />Existing zoning in Lino Lakes to the east and south of the study area includes Rural, <br />(R), Light Industrial (LI), General Industrial (GI), General Business (GB), <br />Neighborhood Business (NB), and Public Semi -Public (PSP). Land in Blaine just <br />west of the study area includes Development Flex (DF) and Farm Residence (FB). <br />Zoning to the north of the study area in Columbus and Ham Lake is Rural <br />Residential. <br />Lino Lakes Main Street - AUAR 26 July 2025 <br />Page 34 of 617 <br />
