delineations, but the RCWD floodplain data does include base flood elevations. The <br />base flood elevation at a specific property can be requested from RCWD staff. The <br />proposed scenarios for development of the project site will result in significant <br />realignment of existing ditch systems as well as alternation to the floodplains (FEMA <br />and RCWD). <br />FEMA delegates the ordinance creation and enforcement to local communities thus <br />the city of Lino Lakes administers the FEMA floodplain and requires the following be <br />met for floodplain alteration: <br />1. Locations where floodway and flood fringe districts are not delineated on the <br />floodplain maps are considered to fall within the General Floodplain District <br />and the floodway district standards apply. <br />a. Once a floodway boundary is determined, the flood fringe district <br />standards may apply outside of the floodway. <br />2. All structures located within the flood fringe district must be elevated on fill so <br />that the lowest floor is at or above the regulatory flood protection elevation. <br />The full floodplain ordinance can be found in Chapter 1103 of the City of Lino Lakes <br />Code of Ordinances. Any development should review the current applicable <br />floodplain ordinance to verify all design standards are met for the proposed <br />development. <br />RCWD has additional floodplain impact requirements as stated in Rule E: Floodplain <br />Alteration: <br />1. Provide compensatory storage volume. <br />2. Any structure/embankment placed within the floodplain will be capable of <br />passing the 100-year flood without increasing 100-year flood elevation. <br />3. All structures constructed within the floodplain shall have 2 feet of freeboard <br />to the lowest floor. <br />4. Drainage/flowage easements are required over stormwater management <br />facilities, stormwater conveyances, ponds, wetlands, on -site floodplain up to <br />the 100-year event, or any other hydrologic feature, only if required by the <br />land use authority. <br />a. Additionally, open channel systems shall be placed under easement <br />for the right to the District to maintain the system. A minimum <br />easement width includes the channel and the area on each side of <br />the channel within 20 feet of the top of bank. <br />Areas that are covered by Rule E are also subject to Rule F: Wetland Alteration, as <br />applicable. <br />Scenario 1 and 2 <br />The city of Lino Lakes developed a plan to implement greenway corridors as the <br />"backbone" of the stormwater, floodplain, and wetland management system for the <br />study area through a conservation design framework. The greenway corridors are <br />designed to connect the larger and higher quality natural areas. These corridors will <br />provide three main services: 1) stormwater collection and conveyance, 2) ecological <br />corridors for wildlife movement and native plant dispersal, and 3) recreational trails <br />for people. Certain greenway corridors may warrant design for specific wildlife <br />species, may provide certain stormwater management opportunities, or may need to <br />accommodate different types of trails or passive recreational uses.
