V,"VIR <br />r N��,N!RICE CREEK WATERSHED DISTRICT <br />June 26, 2025 <br />City of Lino Lakes <br />Michael Grochala, Community Development Director <br />Re: Lino Lakes Main Street Draft AUAR May 2025 <br />Thank you for the opportunity to provide input on the Lino Lakes Main Street Draft AUAR. Rice Creek <br />Watershed District (RCWD) has reviewed the draft plan and affirms many sections of the plan and <br />highlights a few sections for further consideration. <br />With regards to RCWD, permitting requirements lists erosion control, stormwater management, <br />floodplain management, public drainage system rules, and wetlands for regulatory compliance. <br />o The District encourages early coordination on permitting matters including a pre - <br />application meeting between RCWD, developers, and Lino Lakes. <br />o The Water Appropriation Permit Program is managed by Minnesota Department of <br />Natural Resources (DNR). The District would, however, review a copy of the dewatering <br />plan for discharges into Anoka County Ditch (ACD) 10-22-32. <br />Other designations, Page 28 <br />o This section references RCWD floodplain mapping. The District recently (2025) updated <br />floodplain polygons using recent Anoka County LiDAR reflecting significant changes to <br />region conveyance systems. A figure similar to Figure 11: FEMA 100-year Floodplain <br />utilizing updated RCWD data could be included. <br />• Stormwater— Existing Conditions, Page 44 <br />o "Rice Creek Watershed District completed floodplain modeling and mapping in 2022 that <br />shows similar, albeit less, floodplain areas within the study area." 2022 floodplain <br />mapping is referenced on pages 18 and 44. <br />See the previous comment regarding recent updates to floodplain polygons. <br />Water Appropriation — Dewatering and Estimated Water Supply, Page 48 <br />o The District will review a copy of the dewatering plan for discharges into ACD 10-22-32. <br />The District understands the City's current water production capacity is not sufficient to <br />serve the entire study area. Its DNR appropriation permit will need to be amended prior <br />to full build out of the study area to allow for two additional wells.
