21. Cumulative Potential Effects <br />AUAR Guidance: Because the AUAR process by its nature is intended to deal with cumulative <br />potential effects from all future developments within the AUAR area, it is presumed that the <br />responses to all items on the EA IN form automatically encompass the impacts from all <br />anticipated developments within the AUAR area. <br />However, the total impact on the environment with respect to any of the items on the EAW form <br />may also be influenced by past, present, and reasonably foreseeable future projects outside of <br />the AUAR area. The cumulative potential effect descriptions may be provided as part of the <br />responses to other appropriate EA IN items, or in response to this item. <br />a. Describe the geographic scales and timeframes of the project related environmental <br />effects that could combine with other environmental effects resulting in cumulative <br />potential effects. <br />Cumulative effects are defined as the "effect on the environment that results from the <br />incremental effects of a project in addition to other projects in the environmentally relevant <br />area that might reasonably be expected to affect the same environmental resources, <br />including future projects actually planned or for which a basis of expectation has been laid, <br />regardless of what person undertakes the other projects or what jurisdictions have authority <br />over the projects."38 The geographic areas considered for cumulative effects are those areas <br />adjacent to the AUAR study area, and the timeframe considered includes projects that would <br />be constructed in the reasonably foreseeable future. <br />b. Describe any reasonably foreseeable future projects (for which a basis of expectation <br />has been laid) that may interact with environmental effects of the proposed project <br />within the geographic scales and timeframes identified above. <br />There are several reasonably foreseeable future projects that may interact with the <br />environmental effects of the development scenarios: <br />Sunset Avenue Reconstruction — Anoka County is planning to reconstruct Sunset <br />Avenue from Apollo Drive to the Main Street 125th Avenue intersection to add <br />shoulders, turn lanes, and provide intersection improvements along the corridor, <br />including roundabouts at 121 st Avenue and Lilac Street. Anoka County is working in <br />partnership with the Cities of Blaine and Lino Lakes. The project is planned for <br />construction in the spring of 2027. <br />c. Discuss the nature of the cumulative potential effects and summarize any other <br />available information relevant to determining whether there is potential for significant <br />environmental effects due to these cumulative effects. <br />The reasonably foreseeable future project may result in impacts to transportation in the <br />project vicinity. These impacts will be addressed via the regulatory permitting and approval <br />processes and will be individually mitigated to ensure minimal cumulative impacts occur. <br />22.
