Thefollowing requirements shall be met before consideration of the final plat <br />by the Planning and Zoning Board: <br />(a)The final plat shall substantially conform to the approved preliminary plat and phasing <br />plan; <br />The final plat substantially conforms with the preliminary plat. <br />2 <br /> <br />
