The District recently (2025) updated floodplain <br />polygons using recent Anoka County LiDAR reflecting significant changes to region conveyance <br />systems. A figure similar to Figure 11: FEMA 100-year Floodplain utilizing updated RCWD data <br />could be included. <br />Comment noted. The text has <br />been updated to 2025. <br />Water Appropriation – Dewatering and Estimated Water Supply, Page 48 <br />The District will review a copy of the dewatering plan for discharges into ACD 10-22-32. Comment noted. <br />The District understands the City’s current water production capacity is not sufficient to serve the <br />entire study area. Its DNR appropriation permit will need to be amended prior to full build out of <br />the study area to allow for two additional wells. The District encourages thoughtful consideration <br />with selection of drilling locations. <br />Comment noted. <br />Modification of Anoka County Ditch 10-22-32 <br />Early coordination with the 103E public drainage authority (RCWD) for any modifications to the <br />drainage system is encouraged. Comment noted. <br />The system may be relocated as necessary (p. 46), without decreasing its capacity, through the <br />statutory petition process to the 103E public drainage authority (RCWD), approved by RCWD <br />through Rule I, consistent with 103E.
