1 <br /> <br />CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 7C <br /> <br />STAFF ORIGINATOR: Diane Hankee PE, City Engineer <br /> <br />MEETING DATE: August 11, 2025 <br /> <br />TOPIC: Consider 2nd Reading and Adoption of Ordinance No. 14-25, <br />Amending City Code Chapter 218.01 (10)(e) Relating to Special <br />Connection Fees <br /> <br />VOTE REQUIRED: Simple Majority <br />______________________________________________________________________________ <br /> <br />INTRODUCTION <br /> <br />Staff is requesting council consideration of the 2nd Reading of Ordinance No. 14-25 to amend <br />City Code Chapter 218.01 (10)(e) for special connection fees. <br /> <br />BACKGROUND <br /> <br />On June 10, 2025 the City Council accepted the Feasibility Study’s for the 2024/2025 Street <br />Reconstruction and Sewer and Water Extension Project for both the Colonial Woods and Pine <br />Haven neighborhoods. The funding identified a special connection fee for each neighborhood <br />as follows: <br />i. Colonial Woods <br />Sewer $4,000 <br />Water $3,908 <br />Total $7,908 <br />ii. Pine Haven <br />Sewer $2,647 <br />Water $3,280 <br />Total $5,927 <br /> <br />The sanitary sewer and watermain have now been installed and tested and ready for <br />connection. The next step is establish the special connection fee. <br /> <br />The City held a public hearing on July 28, 2025 for the amendment where there were no <br />comments received. The full ordinance will be published and no resolution for a summary <br />publication will be required. <br /> <br /> <br />RECOMMENDATION <br />Page 625 of 679
